FERNANDO BARRAGÁN

Fernando Hugo Barragán Sandi es hijo de padres Bolivianos (madre descendiente de Quechuas y padre descendiente de Aymaras) miembros de la 1º delegación artística de Bolivia dirigida por el Maestro Mauro Nuñez, quienes lo conciben durante una gira realizada en la Argentina. Hijo, nieto y bisnieto de músicos, recibe a muy temprana edad su primer “siku” como legado familiar; inicia desde ese momento una notable carrera musical, signada por el rescate y divulgación de las flautas indias.
Formó parte y fundó diversos conjuntos durante su crianza en La Paz (Thunupa, Inkallajta y otros).
Recibe del Chamán Pascual Quispe los secretos de la artesanía indígena de los Instrumentos étnicos. También trabajó en la Fábrica de Instrumentos Nativos de Juan Achá Campos (donde aprendió modernas técnicas de construcción y luthería). Actualmente dirige Aravicu su propio Taller de instrumentos.
Más adelante en la Argentina: Integró HUANCARA grupo que influyó en la fusión de la música Andina, que también formó parte del elenco de la 'Misa Criolla' de Ariel Ramírez, (grabando la única versión en CD junto al tenor español José Carreras)
Dentro del país acompañó a Jaime Torres, Soledad Pastoruti y León Gieco. En el exterior lo hizo junto a Jackson Browne y fue telonero de Jon Anderson.
Incursionó en la musicalización de filmes, creando parte de la banda de "La última siembra" película costumbrista de Miguel Pereira.
Realizó varias giras por Italia, Suiza, Francia, Holanda y Alemania, país donde permanece por un espacio de 4 años (colaborando con diversos grupos como: Rhupay, Inti Mujus, Kollasuyu Ñan, Chaymanta y otros).
A su retorno se dedica a la docencia, trabajando y creando junto a otros investigadores el programa cultural: "La música va a la escuela" coordinado por el Centro de Divulgación Musical y dependiente de la Secretaría de Cultura de la Ciudad de Buenos Aires.
Artísticamente se ha abocado al reggie, puesta en escena y dirección artística, desarrollando seguimientos y estrenos de obras.
Es artista 'adscripto' a la Cancillería de la Nación representando al país en diversos continentes y eventos:
. Asia: visitando Malasia en 'Master of the Band Festival' - Kuala Lumpur. (Enero 1995)
. Cuba: participando en el '7º Festival de Artes Escénicas' de la Habana. (Febrero 1997)
. Bolivia: festejos alusivos del '25 de Mayo' en la Ciudad de La Paz (1999)
. Jordania: congresista del 'Encuentro Internacional sobre la Herencia Musical en la Era de la Globalización' en la Ciudad de Amman. (Septiembre/2000)
. Bolivia: expositor en el 'Simposio Internacional de Musicología'. (Octubre/2001)
. México: ponente en el 'Congreso sobre Música Popular en el CENIDIM'. Dicta seminarios en Conservatorios de dicha Ciudad (Abril/2002)
. Brasil: artista y expositor dentro del 'I Festival Latinoamericano de Música
Instrumental' en el SESC - Río de Janeiro (Mayo/2002)
. Uruguay: ponente del Programa ManyMusics en la Asamblea general y Coloquio Internacional del CIM - UNESCO (Octubre/2003)
Desde 1989 actúa junto al grupo Antara  en los principales locales del Circuito turístico de San Telmo (Buenos Aires): Michelangelo, El Viejo Almacén, Casablanca, La
Ventana y otros más.
También instauró la figura de los "Conciertos Didácticos" en las Escuelas y Colegios del ámbito educativo regional, ofreciendo "El Mapa Musical Argentino" con el Dúo Wilka, habiendo ofrecido más de 800 presentaciones.
Coordinó varios institutos abocados a la enseñanza musical, como los Centros Culturales: S. Piana, Spilimbergo, Ricardo Rojas y el C. C. 'Utama' (de su entera creación). Ha dirigido varias formaciones de Bandas de Sikus, aglutinando varios centros culturales. Coordinó la Banda de Sikuris de IMPA desde el Taller dictado en la 'Fábrica recuperada' que lleva ese nombre.
Regularmente brinda Conferencias, Seminarios, Clínicas musicales y charlas interactivas desde la música, la organología, la ecología y el pensamiento indígena
Al presente ha elaborado junto al profesor Daniel Sartori la Muestra de Instrumentos autóctonos AMERINDIA - Colección HUANCARA, con más de 420 ejemplares, exponiendo en el Centro Cultural Borges (Octubre 2002) y en el Complejo Cultural Cornelio Saavedra (Junio 2003).
Ha coordinado el "1° y el 2° Encuentro de Vientistas" en territorio argentino junto al Movimiento "VIENTISTAS del SUR" - Jornadas abocadas a la preparación y unión de criterios de diversos referentes de los Aerófonos en el país.
En la actualidad se desempeña como Jurado Permanente de la "Tri.M.Arg. - UNESCO"

Es Miembro calificado y Secretario del Consejo Argentino de la Música - C.A.M.U.
Es Miembro de la Asociación Argentina de Luthiers - A.A.L.
Es hoy por hoy, el más firme exponente en la interpretación y enseñanza de las Flautas Andinas, respetando aquel legado Aymara.
